The Gov. supports the will of the people as expressed in
their overwhelming vote declaring marriage as the union of
one man and one woman in matrimony.But why hasn't the Gov.
acted to stamp out the civil disobediance of the odd Mayor
of SF?

What do you want him to do? Stand in front of the door of SF city hall with his arms crossed and a line of police with batons behind him? Put the fire hoses on the homosexual line up and blast them off the sidewalk? They would relish such an action to further their claim that this is civil disobedience, a la MLK.
