WRONG! Stylin19 already rebuked this claim, but I'll also add my 2 cents.
On September 17, 1950, Truman set up the Military Assistance Advisory Group-Indochina (MAAG). Even before the group is setup, C47s are already delivering aid and support to the French.
By August 3, 1950, MAAG has at least 35 advisors in Vietnam. Yes, MAAGs numbers did increase under Ike to over 600 or so by 1960, but as Ike plainly said, he would not send American soldiers to fight in the jungles of SE Asia. That honor still belongs to JFK.
