Why is this impossible to achieve? … because NOT ALL third graders will be reading at the third grade level. SOME will be more advanced, and SOME will be behind their peers. The “No Child Left Behind Act” mandates that NONE will be behind their peers … and NONE will be more advanced. This is impossible.
