These guys are the functional equivalent of pirates. As such they could be tried and hanged. IMHO

Publicly thank them all for the suburb job they did providing the US with critical information necessary to our prosecution of the War on Terror, give each one a flowery letter to that effect, Announce that as compensation they will each be given US $20,000 in cash, hold a big well publicized ceremony, give them their letters, the cash and release them.
