Well, actually, the "government" (in this case, California) does NOT consider this marriage, in fact, these pretended marriages are against the law in California.

The City of San Francisco cannot "marry" anybody without enabling legislation from Sacramento.

The headline should read, "The US city of San Francisco has become the first civil authority in the United States to pretend to marry gay couples..."

The government of California doesn't even consider these marriages. The city admits that they're illegal. I'm betting any attempt to file a tax return as married will bring down federal and state tax fraud charges in a hurry.
