Technically, I don't think so. But he has no organization and no people. He doesn't have time. He can't electrify the Dem base in a heartbeat like Hillary can. He's been making plans for 2008 all along.

Al will not run in 2008 unless he has a death wish. The Clinton's told him his one shot was in 2000, which is why he was so desperate with his court challenges. Al Gore will stand down because he knows the consequences. (He will occasionally zing the Clintons, a la his endorsement of Howard Dean, because he despises them.)
