First, he's accusing people of a federal crime, so I'm sure he has a lot of evidence to back up his assertion (gee, I'm really really super-duper sure of it). Second, does anyone really believe that embarrassing records, that are being destroyed illegally, would just be put into a trash can and left? And third, "a few days later" he saw the illegally-discarded files in a trash can, and didn't save them?!?!?! Again, I'm super-duper sure he has evidence to support this, because the Lt. Col. has admitted to committing a crime if this is true, by not retrieving the allegedly-discarded records!

In their minds they'd be protecting him from charges of stealing documents by not revealing him as the source.
