Is this related to the recent article about the U.S. moving the Sixth Fleet from Italy to Spain? Is this supposed to convince us to keep the Sixth Fleet in Italy?

Italy had better get a clue. Encourage more native births, Close the borders, end the welfare state, Start acting like a minor world power and not a vassal state to Franco/German statism.
