Even if the girl was to say she gave in willingly, it would still be called "rape", a 13 year old is not at the age of consent.

The girl was also raped by any and every local, state, or federal official who had contact with these men prior to the crime and didn't try to get them deported.
Rhetorical question: Just who is the Chief Law Enforcement Officer of the land? Feel free to not answer.

I would agree, except that if death were the penalty for rape the conviction rate would go way down. So I'll settle for locking them up for a really long time.
