While Davis was Governor, Angelides was all for bonding for EVERYTHING! Only now, that Gray is gone, he's done a 180 degree turnabout and you can look that up, too!!!

I found several articles that said Angelides opposed the
deficit bonds (but favored tax increases). I didn't follow it closely at the time, so I don't know how sincere his opposition was. He didn't seem to oppose any other type of bond.
Here's one from the dems archives:
Treasurer Phil Angelides, a Democrat, said he does not support the idea of issuing deficit bonds. "There ought to be an all-out effort this year to structurally balance the budget because there is no indication that the economy is going to roar back. The state would be wise to fix its budget problem sooner rather than later."
