I don't think they can be compelled to testify against each other re: things that happened or were discussed (conspired) during the marriage, regardless of whether or not they remain married.

Somebody had an interesting column the other day, about how Bill could qualify to become a French citizen and run for pres. of France. The only things he'd have to do would be a. move there and b. learn the language.
I wish I could remember where I read it, but I'm sorry I can't. It hinged on the fact that Arkansas was aquired via the Louisianna purchase, which I didn't know, but which I can easily believe to be true.
