Isn't it a bit of a (desperate) leap to go from nescessary regulation of RF use so that it can be a viable communication media to socialized medicine? I don't think you have any valid argument here. Perhaps you should consider the difference between the way we do it (licensing to private companies) vs the way the English do it.

Or are there any functions of government you consider illegitimate?

There are many funcitions of government I consider illegitimate. FCC rules for use of the airwaves, like traffic laws for use of the roads, are not among them.
