Has there ever been any suggestion that Pons and Fleishman were purposely fabricating their results? I was always skeptical because nobody else was able to get their results, but I thought even Pons and Fleishman admitted that lack of reproducibility was a problem with their work.

Yes, from the first. Primarily because some of their graphs of neutron flux supposedly changed (to fit the theory better) between meetings.
