It specifically refers to the Badr Riyadh tape but I believe it also alludes to future tapes. They are still pretty ticked that Al Jazeera didn't play the last Osama tape in full.

I wonder if these tapes are sending codes to sleeper cells...why would it be so important that the whole tape is shown?
