Fed Voting Act Could Cost Delaware County

Councilwoman Mary Alice Brennan of Drexel Hill . . . warned that a new federal initiative to improve the federal election process - the Help America Vote Act (HAVA) of October 2002 - could mean a significant cost to county taxpayers in unfunded mandates. HAVA says the only acceptable voting apparatus are touch screen or optical scan systems, not the lever voting machines currently in use in Delaware County.
