The Bush administration's new budget includes a $1.2 billion, 30-year loan to renovate the aging United Nations headquarters and build a new annex, although U.N. officials expressed disappointment that Washington will charge interest on the loan.
The loan was part of a $31.5 billion foreign-operations budget request released Monday that also includes major new funding for the fight against AIDS and a revamped U.S. foreign-aid program targeting poor countries that implement political and social reforms.

How can I get him to make me look that foolish? My barn could use a new roof and some foundation work, I'd like to remodel my upstairs, and finish digging out my basement (I hate that crawl space, especially when I have to solder a radiator pipe that burst when the pipes froze because we couldn't afford heating oil).
For that matter, I wouldn't mind putting solar collectors on my roof, for hot water and electricity. A leased line to the telco would be nice, too. I'm waaaay beyond the distance that they'll ever supply DSL, and I'm getting fed up with modem-speed inet access.
Then there's the cars. "Mine" is a '79 Celica. Needs work, to put it lightly. Who knows? With enough work, maybe I could even drive it! Then there's "hers" (my wife's '93 Escort). It could use some help too. Like tires, for example. "Slick" may be OK for the Oral Office, but when the rubber meets the road, so to speak... "Ours", a '92 S10 pickup... well, it needs work too. Go figure. A tailgate, fenders, grill, and... or maybe a 55 gallon drum of Bondo?
What can I say? We didn't strike gold in the money department. Maybe if I had a working spine, heart, and major joints, I'd have done better. (Hell, I did do better before "life" caught up with me.)
So anyway, the banks aren't lining up at my door. So how can I get Bush to make me look like a f'n idiot, like he's doing to the UN?
Just to play it safe, we should probably have the "bank" agree to pay me a hefty yearly "membership" fee, and then deduct my "repayments" from it.
Yeah, make me look like a fool, too. Give me that UN treatment.
I promise to take it like a man. You'll not hear a single complaint from me about it.
