detained? aren't we killing any of these people anymore. I don't know, maybe its the media coverage, but it just seems that our counter-insurgency operations have lessened since that burst of activity after saddam's capture.

Probably strategic decisionmaking, aimed not at the jihadis, but intended to strike a less aggressive and heavy-handed posture, for the benefit of Iraqi populace who have found some of the door-kicking (esp. in cases of mistaken identity/address) abrasive and annoying.
