Cops Implicated In Mass Murders 2:42 am PST, 30 January 2004

Thirteen Mexican police officers have been arrested and flown to Mexico City in connection with the killings of 11 men found in a mass grave in the northern border city of Juarez.

But the attorney general, Rafael Macedo de la Concha, is already conceding that four other officers, including State Police Commander, Migual Angel Loya, are fugitives from justice. Mr. Loya failed to show up for work on Monday, and has not been seen since.

Mexican authorities estimate the killings happened about a year ago, and say they are directly connected to the notorious Vicente Carillo Drug Cartel, which operates throughout this region.

They say a bloody internal power struggle is raging, following the arrest of a number of senior drug cartel operatives.

The mass grave was discovered near a house last weekend. A man who rented the house, who was caught trying to flee to the United States, has admitted to murdering some of the men and burying them, on orders from the cartel. He has also implicated some state police officers, and explained that there are more bodies to be found.

Agents of the attorney general's office are searching other locations for more mass graves. Local families have indicated that more than 90 people have been reported missing.

Over the last decade, more than 200 young women have been murdered in and around the city of Juarez, which skirts the border with the United States. Little progress has been achieved in the overall investigation, and last year Mexican President Vicente Fox removed overall jurisdiction for the investigation from local and state police and put federal agents in charge.

Showed up Monday working at Wal Mart in the US, probably.

Mexico will never change. I am convinced corruption is a way of life for the "privileged." Handed down from law enforcement generation to generation. Cops and robbers: one in the same too damned often.

My grandfather was born in Coronado, CA when it was still Tent City. Mexico (Tijuana) was corrupt back then BEFORE the turn of last century.

If they stop with just these 13 arrests then you know this is nothing but a sham. This goes much higher than a few night shift cops in the Judiciales. They've got to arrest some high up politicians and government officials before I'll believe this is serious.

As far as the cops being this corrupt --- anyone could have told you long before these 11 bodies were found. But it's far more than some corrupt cops.

Even if they arrest some high up pols and govt officials it won't mean anything. They do that every 10 or 15 years as window dressing, and at the same time to eliminate rival and enemies.

True --- it can't be some. They'd pretty much have to arrest them all. In a town like Juarez, they'd have to arrest pretty much every wealthy Mexican. That's not going to happen. Drug trafficking and all the other crimes by these organized criminals brings in far more money to Mexico than the dollars the farmworkers send back.
