Although NASA's budget is supposed to be larger by $200 million, earmarks have cut it by $0.5 billion. NASA will be expected to do more with less. The new mission may not be in jeopardy, but these internal battles to make projects work anyway in spite of earmarking will waste some of the effort. The loss of productivity will show up somewhere.
