I have no idea -- I'm not a lawyer (thank goodness!), but it does sound like one leftist crackpot with a major grudge has gone off the deep end, and found a shyster willing to take her money.
But, without actually reading the whole tedious delusion, I'm wondering why she doesn't blame Clintigula for 8 years of sticking his fingers in his ears and singing "LALALALA! I CAN'T HEAR YOU!" every time terrorism became an issue...
