United States Constitution, Article II, Section 2: "...and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States..."

Your knowledge of civics is breathtaking.

O'Connor was a big dissappointment to Reagan from what I've read. He wanted a woman, but thought she was conservative. This is a man who nominated Scalia, elevated Rehnquist, and nominated Bork. If he thought O'Connor would have turned out like this, well...

I don't think Bush I had a Repub Congress (correct me if I'm wrong)

And Ford, who nominated Stevens, was never elected President, and never had to appeal to the conservative groups to get elected...but he too had a lib Congres to deal with I think.
