It demeans the individuals, brings discredit to the Service organizations, and reflects poorly on the nation's values. I would say, to a large extent, this type of behavior reflects the nation's values.

The history channel recently had a prg about the history of sex, during WW II the "ladies" in Hawaii had the GI's lined up for blocks, this is nothing new
