I guess this should surprise me but it doesn't. Public education these days is more about how much money the schools can get than how much, or what quality, education they can provide.

You hit the nail on the head. I had a friend who was getting sick of high school and ready to quit. The principal tried everything to get him to stay. Finally, he basically offered to graduate my friend if he would just show up for school everyday, regardless of the work done. I don't know about other places, but here in Oregon the school gets a certain amount of money (I believe it's about $10000 right now) for every warm body they have filling a seat. So the principal didn't want to lose that money, and was willing to do just about anything to keep it.
