Yes. They are buddies with these organizations and they fund these organizatins. They are a terror organization which plans and praises others who do terrorism.

One MK said that this terrorist attack was set to embaress Israel into showing that even under terrorist fire it gives in to its enemies (i.e. prisoner exchange and prisoner release of 400 terrorists), which is a weakness.
