For those on this thread screaming about the President... STOP IT! and write your congressman. I call my GOP congressman on a weekly basis, and have been complaining to him about how he has been giving Bush every unconstitutionl spending increase over the past four years. Bush has NOT ONCE used a VETO on any spending bills. YES, write your congressmen, but you do have a right to be "screaming about the President", after all the GOP congressmen are doing everything he wants them to do.

The point is, don't blame Bush for what Congress puts out there. If he asks for something and they tag on extra money to it, blame THEM.
