Sacramento -- Gov. Arnold Schwarzenegger, making his first public comments about investigations into California prison corruption and coverups, said Tuesday that an independent watchdog over the Department of Corrections was a waste and his firing of a top-level state investigator was just bad timing.

Now, how will he get the feds to take over the schools , uhh, lieberal prisons the kids attend daily and free them from the tyranny of unions and school boards that have their own agendas?

I'm looking at this a couple of ways. $2.8 million to watch over $5.6 billion in expenditures doesn't seem excessive. It's $0.0005 per dollar spent.
On the other hand. $84,000 per facility, or one person for every two facilities does seem excessive.
How much duplication was there of effort between the independent and the state's normal function? How much opportunity for fraud is there in the expenditure stream?
