Is Kay making a distinction between stockpiles and programs? Is this more of that "imminent" crap? If the guy's got programs, how much does he have to have on hand before we take action? Is Kay saying those programs weren't making anything?

Kay made a point of mentioning Kennedy pointedly in his opening comments and also cited JFK.
Yes, he told Kennedy that intelligence going back 12-15 years leading up to the war--including the clinton adm--led everyone to conclude they had WMDs.

I hate this blane game by the dems. We need to acknowledge that our intelligence agencies need a free hand in dealing with foreign threats. The CIA big mistake in the 70's was that they were used against our own citizens. But instead of dealing with that detail, the dems just brought the whole house down. Now look at what happen since Iran, the fall of Communism, 9/11, and countless other bad calls. This wmd issue just highlighted how our intellgence agencies were decimated by the dems. Talk about the pot calling the kettle black.
You don't understand. There is something that my cousin termed a "negative feedback loop". In normal circumstances, if mistakes are made, everyone cooperates to make sure that the mistake never happens again. Take the "Bush knew about 9-11" meme. Now, in the real world, while there was a possibility that our enemies would make a catastrophically psychotic attack against us, that sort of thing appeared to be in the province of the Tom Clancy novel. So, we were unprepared.
Instead of rationally analyzing why we were unprepared and making adjustments, Bush has to operate in a wilderness of mirrors in which any attempt to correct any shortcoming is viewed as an admittance of guilt, if not culpability, for the 9-11 attacks. No attempt is made to credit bin Laden and his crew with either craftiness or operational skill. Political imperitives prevent this White House from admitting failure or mistake. They literally can't. Their opposition is only interested in returning to the White House, not in correcting the faults in the intelligence community.
Of course, there will come a time when a Democrat will be in the White House. For their shortsightedness on this, and other things, they will pay a terrible price.

Your analogy is a total non-sequitur Well, I don't know if I'd call it an analogy. It was a related experience, in that in both cases I was confronted with a subject that I don't know a lot about, where I decided to see if a trusted source was correct on the subject. In both cases, they turned out to be incorrect. For me, the experience was similar. Actually, the President is doing better than Rush, because at least the Admin is putting the truth out there, via Kay's testimony. I doubt Rush ever admitted how wrong he was about the economy.

If that woman and her husband had dealt with Saddam and Osama like THEY should have when THEY were president, we wouldn't be dealing with this right now.
The intelligence failure doesn't bother me as much as the ENFORCEMENT failure of the Clintons.
