Grant money goes to the problems and mysteries people want an answer for. Yes, a lot of it is spent foolishly when some grad student realizes the paper is due and he has spent almost all of his time chasing the modern two legged female fauna. So he heads to the computer science department, convinces an otherwise bright sophomore to run a weather model program with data taken from a traffic counter and labels the result in the terms he most often heard in class(when he was not too hung over). He then turns in the paper. If the professor looks like he is suspicious, the grad student sends a copy to the BBC because there is nothing that those dumb bastards wont buy. End result, The professor and the grad student bask in the warm glow of popular success.
