Melendez testified that he turned away al-Qahtani despite being warned by co-workers he risked his job because of guidelines to treat Saudi citizens with kid gloves.

I want to know who issued those guidelines, and then I want them banned from government employment for the rest of their lives.

While his Port Director or immediate Supervisor may have issued a memo tell the Orlando inspectors to treat Saudi citizens with kid gloves, no such policy existed on the National level.
