What does the 42 USC 1983 cover ..??

section 1983 covers deprivation of civil rights by a government actor--a government employee or agency acting in their capacity as such. Used to get at city, county, and state employees and agencies that deprive one of his or her rights.

I have one question .. isn't the USC an indicator that the statute is federal .. and therefore might only apply to federal agencies .. not state agencies. And .. is there a comparable state statute which might also apply ..??
