Mexicans will be encouraged all the more by Bush's mention of it in the State of the Union address.

If I'm not mistaken, don't think he mentioned it. I wonder why? But they already have all the encouragement they need.

What I meant was ...the mere mention of his proposal.. Mexicans think it's a done deal.. and without securing the borders and allocating the funds, I would hate to venture to guess what the rate of increase will be.
