The Airborne Launch Control System can act as a SECOND VOTE for a launch control center that cannot make contact with another LCC in its squadron. ALCS still needs a working LCC willing to turn the keys on the ground. They cannot simply turn the keys and make the missiles fly.
Additionally, the ALCS vote can't be processed unless the silo crew MANUALLY sets up the system to accept the ALCS vote--and they can only do that if there is no other LCC operational in the squadron. Each squadron has five LCCs.
