hard to imagine how this person could be linked to the december threat level bump, but the fact that he owns a cell phone business leads me to believe he is maybe linked to providing communications needs to domestic cell members. I wonder why they moved on him now?

If they arrested him in early December, then they must have gotten him to talk. I bet there are private small cell phone firms who work for Al Quaeda so that they can enjoy more private communications. Who knows, maybe they told him he would be deported away from his wife and kids unless he let them listen in, and he did, and they heard chatter. Hence the upgrade to orange.
