I think the demand portion of the letter was not written by the same person as the top part, the demands are in a cleaner language.

The top part is either having an english problem or passing codes, and I'm betting on codes.

Twice he uses the word "planes" instead of plans.

This in the paragraph at the top on the wire. "Knowledge of all your Planes"

Do you recall the bridge that had the strange wire hanging on it that reached the water? A FReeper explained that it could be used with a bomb.

Candle wicks may contain wires and I am not sure about blasting cord, but maybe they do. There has been a big problem with imported candle wicks, as the wire was lead and they were harmful when burned.

He sues the term "harder to turn out led fire in the wire", that leads me to think that it is blasting cord, as that is what it does, like a candle you light the end and the cord burns till it reaches the explosive.

In the para: The childish playing with earth, he again says

He talks about "cold water on led wire", does this mean to pour it on, or that it is near water and will get wet?

the reference to "stopping the wheel" certainly does lead one to think that it may be a car bomb, we know what kind of damage a car/truck bomb can do, look at OKC?

I personally think there was an AQ connection with OKC, coming from the Philippines, but that story is for another day.
