That's whoever's pulling the strings on Norman Mineta. I saw old Normal last August. He had a phalanx of minders, trying to prevent media from asking questions of him, and blocking photographers. He looked like death warmed over. It's hard to imagine him, in the physical condition he was in, making any responsible decisions. I presume that decisions are being made in his name by other holdover Clintonistas.
