What they did out in Spokane, WA (it was mentioned in the article) was sell the plant to a 3rd party and let them run it. I think its a sideways move to get rid of the union (I'm not going to get into if that's good or bad) or just to let someone else have a chance of running it.
However the new owners have to be crazy to take up Boeing on the deal and be beholden to only one purchaser. Who is Boeing going to turn to when they want to cut costs? Who is going to be asked to make sacrifices? Who is going to get yelled at when quality or supply dips?
As for turning it into a Walmart, I read another article where the major complaint about Wichita was that you had to drive a long way North / South to get to an East / West highway. Not knowing anything of the area I'm not sure how true that is.
