I agree.. I certainly hope my statement about the 2nd amendment wasn't misunderstood. There wasn't provision for military protection and protection from incursion was from the people protecting the borders. The National Guard is needed to protect the border against a foreign military force on US soil.

If it's foreign military making these incursions, doesn't that then invoke the Constitution's requirement that the Federal government protect the states from invasion, and avoid the whole Posse Comitatus issue?
