Very likely. Their first Chief of Staff, General Einseln, was a former US Army Colonel, and gave their newly-independent military an excellent beginning, opening the door for that possibility. He's not well known in the USA, but in Estonia is well-remembered, especially by the junior officer corps he's set on their careers.
