SACRAMENTO - Assembly Speaker-elect Fabian Nunez will push a Southern California Edison-backed bill that would again allow "direct access," a cornerstone of the 1996 deregulation law that let consumers choose their own electricity provider.
The bill, which hasn't been introduced yet, would also ensure that utilities could recover the cost of building power plants and contracting for electricity from independent generators, Edison officials and an aide to Nunez said Friday.

The 'consumer advocates' are against consumer choice. Suprise! Please don't confuse energy racketeering with a free market. What Edison proposes is to cash in on the result of twenty five years of energy racketeering in California. One of the major players in producing the necessary shortages has been Natural Resources Defense Council (NRDC) founder (and current Edison CEO) John Bryson. Mr. Bryson was a major financial supporter of Gray Davis (a school chum at Stanford) and now of Arnold Schwarzenegger. The NRDC plays a pivotal role in Arnold's administration through MRDC lawyer (and Arnold in-law) Robert F. Kennedy Jr.
It's garden variety corruption on a grand scale. Don't think for a minute that Arnold is any different than Davis in that respect.

It doesn't look like either bill is very good. Direct access is a major improvement, but there should be no guarantee that any utility should recover the cost of building a plant. If Edison thinks it can save money by building its own plant than buying the power from some other power generator, then it should be free to do so.
But the free market works, if only you let it.
