So they want to REGISTER, but not really register??? Oh you make a lot of sense. Now, explain to me how a person registers but not really registers?? And the existing illegals will not take the opportunity to get higher wages and have legal status because.... they'd have to pay taxes on 6-10 dollars per hour rather than pocketing 2 bucks cash per hour???
