You're exactly right. Briliant strategery on Dubya's part. I had mentioned this a couple of times when the news first hit but the noise in here was so deafening that I just gave up.
This has likely been GWB's strategery from the start. Court the votes of a particular sector with a plan that is going to fail to pass through Congress. He ain't no shrub and he ain't no dummy.
