I am not so sure on this one...GWB has been for this in his campaign in 2000, and he was buddy-buddy with Vincente Fox while he was Governor.
I think Tauzero may not be right, either. Rove may be playing to GWB's "Compassionate Conservative" drivel (insulting to ANY Conservative, BTW)...and trying to "triangulate" the DemonRATs.
I think both are wrong, and GWB is showing he inherited his daddy's Tin-Ear to what the base wants (let alone the American Citizenry, pro-illegals here excepted), and Rove may be playing too smart and cute by far!
