I'm not sure what you are talking about because, during his first 3 years, Bush has increased non-defense discretionary faster than Reagan by a wide margin.

I completely agree. Perhaps I mis-read your post. I took from it that you believe the Democrats controlled 'social' spending during Reagan's admin while the Great Communicator increased military spending.
