In the current situation, yes. If a Rep Prez asked for it. The Dem congress did for Reagan and we weren't in a "hot" war.

They can't up domestic if the Prez doesn't sign the bills. Of course, the Prez would have to find that veto stamp...where did that thing go? Domestic spending was much slower under Clinton with a Rep congress than the current situation. Actually, Carter didn't spend this much
with a Dem congress.
