Anyone who is willing to blow himself up for Allah isn't afraid of George Bush, and events in Israel prove their lack of fear. Their strategy is creating chaos and letting us self-destruct. Some would argue they're winning.
They do not fear retribution or death - their only fear is that we can disrupt and delay their schedule.

Suicide bombers may be willing but they demand that their deaths make a meaningful cultural or religious statement, that it has a strong chance of success.
And they require the permission of the imams for jihad. Our measures may have discouraged some of them from granting permission for jihad against American soil.
Our government isn't entirely ineffective after all.
