Donna Arduin has a quaint idea about government finance: She thinks every state program should have specific goals laying out what it is trying to accomplish and clear measures to help the public determine whether those goals have been achieved.

An excellent article here--thank you! Were her measures mandatory at the federal level, we might not anguish over the loss of billions of dollars from agencies that are never held accountable for the "unexplained" disappearance of those billions (our taxdollars at work).
I'm waiting for a president appearing in my lifetime who not only vows but also accomplishes ending waste and corruption in every federal agency to be the first order of business; the secod order will be the firing of those responsible for waste and corruption.

California needs performance-based budgeting. Its only way we know for sure what program actually works instead of wasting taxpayer dollars on something that provides a poor return. That's standard in the private sector; its time it was adopted in California's state government.
