Bush is only proposing this amnesty program/guest worker (whatever it is at this point) but doesn't it STILL have to go through congress? It's not as if he can just enact it on his own right?

Exactly! That's why people should be writing their representatives instead of promoting 3rd party votes or write-ins.

Well Hillary and Chuck are my senators :-( Carolyn McCarthy is my congresswoman BUT I still write letters. My mother came to America as a guest worker during the Sixties when guest workers had to take civics test, get vaccine shots,etc. My dad can tell stories about the sanitation queque at Ellis Island. I think this thing would send the wrong message.
