There is no amnesty. The proposal calls for all folks in this country illegally to regester with the feds. In return they will get a work permit for ~2 years. They can stay if they can show they have steady gainful employment at the end of that term. All those who don't sign up will be deported.
The motivations are to get them all documented and make later collection and deportation activities more justifiable.
