GW seems to let the congress pretty much run the domestic spending agenda. This has been true since his first days in office. I don't think this'll change any time soon. If you have a real problem with this (like many of us do), write to your congresscritters.

The only good ones are in other districts, but they know wher I/we stand on the issues.
