The way I understand it, if 15 percent of a group isn't for one candidate, that candidate is no longer "viable." That guy would be there for no reason -- and has to pick ANOTHER candidate.

It is no known recognizable form of governing that I have ever seen.
Sure you have, it brought in forced collectivisation and the down fall of the kulak as a class enemy.
